The Electoral Commission is the independent body which oversees elections and regulates political finance in the UK.

This is a period of significant change in electoral law. The UK Parliament is considering the Elections Bill, which will make changes to the way elections are run, and the way political finances are regulated. The Scottish Parliament and the Senedd are also considering possible changes to the law under their powers over the coming years.
 

Job description
 

We are looking for two managers to lead the Commission’s work in implementing the changes to our guidance, internal processes, IT systems, and more, that changes in the law will require. Key aspects include:

 

  • Developing, coordinating, and managing a detailed implementation and delivery plan to guide teams and colleagues through the relevant aspects of new legislation.

 

  • Ensuring a thorough and clear engagement and handling strategy is implemented for each stage of primary and secondary legislation through to implementation of the new legislation.

 

  • Support and enable any relevant considerations arising from the UK’s devolved system of government are identified and managed throughout the parliamentary processes and implementation of the new legislation.

 

  • Identify and monitor project delivery risks and issues, including the use of agreed escalation routes as necessary.

 

One role is primarily focused on the administration of elections, and the other on political finance. Both managers will however need to work closely with Heads and other managers across the Commission.

 

Role requirements
 

The detailed requirements for the two roles are different and set out in the job descriptions and person specifications, but the right person for either role will need good project management skills, and establish themselves as the authoritative owner of the projects they manage. They will use their excellent interpersonal skills to develop good relationships with internal and external stakeholders and be able to influence others effectively to meet objectives.
 

To be successful you will need initiative and to work well without close supervision. You will also need strong written and verbal communication skills, have an eye for detail and be good at making sense of complex information, and be able to use sound judgement, and to think creatively about how to solve problems and make improvements.
