About the Commission

The Electoral Commission is the independent body which oversees elections and regulates political finance in the UK.

With a new Head of HR, Chief Exec and Corporate Plan, L&D is high on the agenda and consequently we are looking for an L&D Manager to help us ensure that Learning is seen as a strategic partner to enable the goals we want to achieve in the Commission and continually evolve our innovative thinking. Learning can be built into day to day work, should be fun and will become normalised as ‘the way we do things around here’-a view that will be shared amongst and promoted by leaders across the organisation.

Learning will be continuous and actively encouraged in order to empower and incentivise employees to learn and grow and to take ownership for developing their career. We aim to give our employees lifelong skills by creating a positive environment for learning, remotely, digital, and accessible but also in person supporting the social side of facilitating collaboration and knowledge exchange- learning from each other, taking a blended approach and giving people choice of how they like to learn to ensure it is as easy and enjoyable as possible.

About the role

This is a newly created role suitable for an experience L&D Professional with ambition and passion to embed an inclusive learning culture at the Electoral Commission by making the most of people’s talents and developing them to their full potential to ensure continuous engagement throughout their employment.

Diversity is key to the Commission and together with the rest of the HR team, Equality Lead and various staff working groups this role will be pivotal to the successful running of EDI events supporting an inclusive culture within the Commission.

The main responsibilities in this role will be composing  and deliver an all-encompassing inclusive L&D strategy and programme considering relevance of blended learning options such as coaching, mentoring, on-the-job training, lunch and learns, classroom training and e-learning through taking into consideration available feedback, employee forums and staff data. 

The role will be responsible for assessing both individual, departmental and organisational learning and development needs by identifying skills gaps and future learning requirements through yearly Training Needs Analysis (TNA) and PDPs and turning these into tangible learning solutions- both formal and informal by Identifying external training partners and curate learning content and assess relevant learning and development options always promoting and embedding Equality, Diversity and Inclusion into the agenda.

There is an ambition that this role will lead the Commission towards introducing a systematic approach to determining employees’ performance, strengths and weaknesses by introducing a 360 feedback system and embedding this into an invigorated performance review process.

One of the key aspects of this role is empowering and enabling Heads of Departments develop their team members through career pathing, succession and workforce planning by ensuring regular catchups and 121s

To enable the sustainable and smooth running of all the above, the successful candidate will be required to procure, implement and maintain a Learning Management System (LMS) to help develop, deliver, track and evaluate success of training for Commission

About you

Together with your small L&D and wider HR Team, you will be passionate about helping people learn and better themselves regardless of their grade, experience, location or role but tied to this will be a strong focus on not just what the learner desires but what the organisation needs. You will be comfortable and used to creating a collaborative work culture, engaging with stakeholders both remotely and in the office using a variety of means including events, networking groups, social connect teams etc.

You are responsible for making all day to day decisions about the effective running of L&D function with limited oversight/approval from senior managers. When approval is required (e.g. for changes to process or requesting additional budget) you are expected to present and recommend solutions through the Head of HR but otherwise manage the scoping and delivery of the project with minimal support.

It is essential that you are comfortable liaising and engaging with senior leaders and stakeholders as you will have a significant amount of influencing and persuading to do when it comes to the Senior Leadership Group and Executive Team, encouraging them to think of innovative ways to develop and engage staff and to take ownership and help deliver and advocate the L&D Strategy.

It is key that you have commercial knowledge and experience required in order to liaise with external Training Providers, being able to communicate key aims and deliverables and put across the culture, behaviours, values and learning culture of the Commission.

You will be CIPD (or equivalent) qualified with a minimum of 2 Years post qualification L&D experience in a fast paced environment where you have lead on L&D Strategies and Programmes.

It is key that you can evidence leading on and promoting EDI initiatives.
